Description:
When trying to insert columns, they do not apply to insertion point but rather
take up whole page.
Steps to Reproduce:
1.Open new document
2.Type in a title
3.Insert some text
4. Space down and insert columns
Actual Results:
The columns apply to whole page.
Expected Results:
The columns start at insertion point.
Reproducible: Always
