Dragging dropping of footnotes cause breaking text differently (and
inefficient)
Steps to Reproduce:
1. Open the attached file
2. Select footnote 1 and 2
3. Drag it to the orange area
Actual Results:
Text moves to second page
Expected Results:
No change, did fit before.. so why split?
Reproducible: Always
User Profile Reset: No
