The start of the bullet list is included in tracking changes (after rejecting
change still around)
Steps to Reproduce:
1. Open the attached file
2. CTRL+A
3. CTRL+C
4. CTRL+N
5. Enable recording tracking changes
6. Paste
7. Reject change -> Starting arrow bullet still around
Actual Results:
Starting arrow bullet still around

Removed
