Can not confirm.
I have not seen similar doing updates, nor with clean installs. The dialog
frames have appear centered on completion.
But since an update the MS Installer (MSI) does configure based on prior
installs--so conceivable it is in the MSI setup.
Unfortunately would need a verbose log of the update--expect impossible to
replicate. For now resolving insufficient data.
