It was indeed the change tracking feature.
So sorry. It's one of those odd things where you can't Google for an answer
because you don't know what to search on. Searching on 'unable to clear brown
text formatting in libreoffice writer' is obviously not likely to find the
answer.
So, in summary, this is not a bug at all and can be closed.
