On Linux, this is how it's been like since at least 3.6.7 (and probably
before), and it works well for my workflow (as I mostly want to have the PDFs
in the same place as the source files).
I don't know if the previously different behaviour on Windows was
changed/unified by accident or intentionally. If some users (like you) want the
old behaviour and others (like me) prefer the new, then probably there should
be a setting to control the default export location: "last used directory" or
"same dir as source document".
Anyway, needs UX evaluation.
