Further investigation reveals that this bug is not confined to Tip-of-the-Day
dialog, but is prevalent in all multi-line UI elements.  Seems to be something
specific about the Windows API used for Chinese UI.

I'll attach two more screenshots, one for "About > License Information" dialog,
one for "Insert > Special Characters..." dialog.  Both screenshots are from
7.0.0 final release on Windows 10:
