I'm facing the same problem starting from scratch - all the way back to at
least LO 3.5. For me, it has nothing to do with any file format.

Steps to reproduce
1.) Create a new impress presentation. Just escape to ignore any templates.
2.) Switch to View - Slide Master. Notice that there is a Number box at the
bottom that appears to be visible. Go ahead and add some text in there.
3.) Verify that the page number element is enabled. Slide Menu - Master
Elements - Slide number is enabled (which as OP indicates the documentation
says it is supposed to be disabled by default.)
4.) Switch back to view - Slide. Notice that there is no page number, nor the
text that you added.

Am I missing something here? I remember struggling with this a few years ago
and probably I just gave up.

I tried saving and reloading as ODP, but that didn't magically fix anything.
