Bug tracker is a tool *for developers*. It is not about your usage, it is about
specific bugs and their status. One bug is one issue. Otherwise it's impossible
to check what is done and what is not.
It is *not* about "someone is not satisfied with the program; let's use this
issue to track this user satisfaction level". It's about users helping us to
find bugs and do that in manageable manner.
