I guess it wouldn't surprise me if the first image is anchored to a position
that is considered to be before the CR. So adding another CR at the beginning
of the document would still be behind the image anchor and thus not move it.
But I don't know the code to know whether that guess actually has any truth to
it. But it seems logical based on visual observation.
In any case, it seems irrelevant to me. I wouldn't consider the non-moving
image at step 2 to be a problem.
