I think the reporter is right.
Bug the user every time he runs LiBo would be wrong, but inform the user about
the reason why a certain functionality can't be run is another story, needs to
be done every time he tries. If he tries again in the same session means he has
forgot can't be done, and for sure has forgot or has not understood why, so
would be better give a more informative message.
In addition I think:
a) all the java dependencies must be removed
b) in the meantime, windows installer should gently inform the user about what
is missing and have a clickable link to the download page. Now it prompts the
user like "ERROR ERROR" just scaring
c) if java is not present, user has to be informed about why something does not
work because of this and provide a link like in b). Don't just tell me that it
does not work in your jargon language, also explain to me how to fix it!
