Steps how to reproduce:
1. Download file from a.m. URL
2. Launch LibO
3. From LibO Start center menu 'Tools -> Extension Manager -> Add'
4. browse for "template-changer-1.2.6.", it will not be found
5. Close Extension Manager
6. Add ".oxt" to file name in WIN file explorer
7. Reso Step 4, now this Extension will be found
