I think this happens once KDE has been tweaked using the System Settings app.
Try setting the different Workplace themes and Application Styles and see if it
causes the Menu Font to go tiny. Once it does you cant get it back. I dont know
which specific setting triggers it because you need to log out and log back in
for the issue to appear.
