Problem description: All toolbars (when not docked) have a down arrow to the
left of the close button which appears to do nothing.
Steps to reproduce:
1. Undock a toolbar
2. Click or double click the down arrow to the left of the close button (on the
undocked toolbar)
Current behaviour: nothing happens
Expected behaviour: something happens, or the button is removed.
NB: I haven't been able to check if this is a problem in 3.6
Operating System: Windows XP
Version: 4.0.0.0.beta2
Last worked in: 3.5.7.2 release
