I attached a ZIP file containing ODS and XLSX files that help explain both
scenarios.

Scenario 1 - Step 1.xlsx: This file was created using Excel and I applied
Excel's default borders
Scenario 1 - Step 2.ods: I opened the previous file using LO Calc and the
borders are thicker than expected (after opening the file, I saved it as an ODS
file)

Scenario 2 - Step 1.ods: This file was created using LO Calc and I applied
Calc's default borders. First I saved it using the ODS format. Then I saved
this file using the XLSX format, which is the file in the next step.
Scenario 2 - Step 2.xlsx: This is the exported XLSX file from the previous
step. When this file is opened in Excel, the borders will appear dashed.
