I think the issue you are facing is the same as the one reported in
bug 53965
In comment 4 of that bug report, Roman Eisele reports on his findings with his
Germany keyboard and a Spanish ISO virtual keyboard configured through the
system settings.
I would be inclined to mark your report as a DUPLICATE of bug 53965
See also comment 14 of that bug, where the commentator was using a Finnish
keyboard, and need to use "Shift Cmd `" in order to cycle between LO document
windows.
