Navigator toolbar
The navigator toolbar pops context related up and need one toolbar row at the
top, which mean the page zoom change and that for two commands.
I suggest to didn't show the navigator toolbar, or make it more functional or
pin the toolbar to the default toolbar cause than it need no additional toolbar
row.
