Please check on the Tools -> AutoCorrect -> AutoCorrect Options dialog for the
'Localized Options' panel.
Look at the 'Start quote' and 'End quote' settings--this is set per user locale
to appropriate localized defaults, but can be customized.
May have happened, or you can customize as you prefer to your needs.
