1. User Name (Tools - Options - User Data - First / Last Name), Apply
2. Create a new document.
3. File - Properties, check "Apply User Data" 
4. Export PDF
5. In PDF reader, see that LO First  / Last Name appear in Author field of PDF
File Properties.

So far, so good.  (This is partly what OP requested)

6. Change User Name in (Tools - Options - User Data - First / Last Name), Apply
7. Export PDF

Actual Result:  User name from Step 1 appears.
Expected Result: User name from Step 6.

Tested with: 7.1.0.0.alpha0+

Additional information.

1. The dc:creator field is set when a new document is created, after which,
there is no possibility to edit after that.  See bug 137298

2. If dc:creator field was set (in some way), then no way to change (unless you
save in .fodt, edit in .fodt, and re-save as .odt.)
