Description:
I had about fifty topics in a text editor, that I copied to Writer,
converted to header 2, add chapter numbers and started to fill in detailes.
I noticed soon that writer started to tranfer next header to the next page
while it was a lot of space on the previous one.
Steps to Reproduce:
1. load attached document
2. scroll through it
3.
Actual Results:
notice huge whitespace area in the middle of the document.
I have also attached a screenshot.
Expected Results:
Paragraphs should fill entire page.
Reproducible: Always
