Has existed since at least LO 6.3 in context menu for Headings in Navigator.
If that was the issue, then WFM.
I believe Navigator uses: .uno:SendOutlinetoClipboard
In my recent attempt with 7.1.0.0.alpha+, it did not export an LO-friendly
outline.
