This in some sense a 'repeat' of they same (some symptoms of the same problem).
Drag & dropping text in ODT. Can approach it from DOCX export & sorting
bulleted list or from they Page Styles narrative. Or in general terms see (bug
137151). Anyhow 'connecting' Page break to first paragraph of page (in they way
it's done currently) simply not smooth, in my humble opinion.
And DOCX conversion loving page breaks not helping either.
