Also don't see an issue here. The header is attached to the page style and you
are looking for Insert > More breaks > Manual break: Page break - and use
different page styles (the page break is also indicated by a thin, dotted, blue
line between the pages and clicking this line allows to edit the page break,
which is attached to the last paragraph, check Text Flow: Breaks: With page
style). Page styles can be modified in the stylist (F11) (the 4th item in the
icons selection on top).
