@Szymon, is it feasible to add 'charset' and possibly a 'locale' selection to
the PlaceEditDialog and "File Services" UI? Would guess for WebDav, SSH and FTP
as here.
Maybe drawing from the textimportoptions we use for parsing CSV for Calc?
