I added step 2a to reproduce this bug.
Steps to Reproduce:
1. Start Calc
2. Choose Tools > Macros > Organize Macros > Basic
2a. Click on "My Macros" or on "Standard" folder
3. Press New
4. Receive error dialog box "Basic syntax error. Expected: Sub"
