Joel, the bibisect in comment #3 isn't quite right, most likely
since it finds a different regression that also affects DOCX table
import (extra cells are inserted that incidentally don't have
borders; i know because i've introduced that regression :)

actually it seems the regression happened in the commit range:
968ed85d7304fe0044d3f82af20ae7190ad3c33d..2c270eeff422ef93100376ce0717a131d4f3cc2f

furthermore don't trust Microsoft Word Viewer, i tried to use it
once to test borders and it displayed them completely differently
than Word 2010.
