Image off page after changing anchor to 'to character' inside a caption frame
Steps to Reproduce:
1. Open attachment 165869
2. Select the image on the second page (so image inside frame 1)
3. Change anchor to 'to character'
Actual Results:
Document scrolls to bottom and image 'gone'
Expected Results:
Not jumping do total different page/ losing image
Reproducible: Always
User Profile Reset: No
