Example file in Word 2013 after changing the anchor
The same behavior happens in Word 2013. Note that the horizontal position is
originally 12.16 cm in both programs and since the anchor is placed
horizontally at the middle of the page at about 10.5 cm the sum of these puts
the shape outside of the visible width of the page (21 cm).
All in all I think this is a feature.
