German language is not listed under Tools>Language>For Selection if LibreOffice
is configured to apply another language under Tools>Options>Language
Settings>Default Language for Documents
Steps to Reproduce:
1.Install LibO with several dictionaries on MS Windows.
2.Change the default languages to any other than German.
3.Try to change text language to German under Tools>Language>For Selection
Actual Results:
German is not listed.
Expected Results:
German should be listed even if not default language.
Reproducible: Always
User Profile Reset: Yes
OpenGL enabled: Yes
