I have not been able to confirm with bibisect-linux-64-7.0 or 7.1. Everything
looks identical when I round-trip Brosjyre - Cold War.odt as DOCX.
I can confirm that when opening comment 3's document, the second picture is
misplaced compared to the ODT - even in LO 6.4. So this sounds like an export
bug - if it can be reproduced.
