Repro. I can't test with old versions atm, but I guess by "old dialog" you mean
an older version of the split button palette? We can change the colour just
fine from Format - Object and Shape - Area.
Corrected steps:
1. Open Impress
2. Cancel wizard
3. Select a placeholder text box (one saying "Click to add text/title")
4. Set a fill or line color in the toolbar ->Nothing
