Tools > Chapter Numbering did not work on my installation of LO 6.4.x.x.
I found by not changing the character style for Numbering Symbols all works as
I expected. Even if I decide at a later point in time to change the font for
headings.
I have now completely recreated my document, drawn my lessons from it and all
is fine.
You can consider this issue as resolved.
