And how do you will alter an existing section, if there exists only "insert
section"?

Why? I think it is clear: "Insert > Section" inserts a new section and "Format
> Sections" formats an existing section. Very similar to "Insert > Frame" for a
new frame and "Format > Frame" for changing an existing frame.
