It turns out that the button on whatsnew infobar ("It seems this is the first
time you are running <new_version>, would you like to have a look at what has
changed?") links to the proper localized address.
But I can't find the code for the infobar. I looked at
sfx2/source/dialog/infobar.cxx and sfx2/source/view/viewfrm.cxx, but the
closest I found is
