I agree that it may not be a bug.

The 'numbers' in the column may not be sorted (correctly - that is).

When trying to format them as numbers LibreOffice should have no trouble
recognizing that some of the values are not 'numbers' and should perhaps open a
dialog box to offer me the opportunity to convert the 'text' numbers to
'numeric' numbers. This would make it possible for me to sort them.

I will submit it as a feature proposal.

Why do you think that that is a bug?
"'45" is very similar to "forty five", what also will not become "45" only
because you change formatting of the cell. Please cite some Help or similar
what tells that your expectation is correct!
