I can't reproduce this on Ubuntu 20.04.
I tried 7.2+, bibisect-linux-x64-7.0 oldest, last70onmaster, and bibisect 5.4
I'm opening the file, placing the cursor on the first, empty paragraph of page
2 and Insert - Table of Contents and Index - Table of Contents.
