Description:
If on the main document there is a shape, and on the footer of the document
there is an image that should be put behind the shape, LibreOffice Writer puts
the image on the footer on top of the shape, instead of behind it.

Steps to Reproduce:
1. Open attached .docx file
Actual Results:
Image on the footer is on top of the shape
Expected Results:
Image on the footer should be behind the shape
Reproducible: Always
