I take it that you ended the process tree of all Libre Office processes that
were running on your computer. 

You disconnected your router from the internet.

Your computer remained connected to the router and you verified that it had a
valid connection to the router but not from the router to the internet (as
shown in the image I provided).

You verified that no Libre Office processes were automatically restarted.

Then you started Libre Office and it did not hang?

If that is the case, and you did each of the above steps in the above order,
and you were unable to recreate the issue; than I am totally baffled since this
happens every time I test it on both Windows 7 and Windows 10....
