to doubt whether I should keep patches 2-5. Maybe they should be reverted.

It seems like this idea of "don't load user settings from the document" is
probably ONLY an ODT thing? So it doesn't apply to DOCX files or even ODS.

Probably the best thing to do would be to hide that setting from the UI since
its usefulness and we-know-what-it-is-supposed-to-do seems rather dubious at
the moment.

This should be fairly easy to do for individual settings. Just remove them from
aExcludeWhenNotLoadingUserSettings.
