By default, "Export automatically inserted blank pages" option is not checked
in PDF export dialog [1]. If you open this dialog using File->Export As->Export
As PDF, and check that option, you will have it saved in user options, which
will cause all following direct export operations to use the flag. Therefore,
it works as designed. Closing NOTABUG.
