Agree with the NAB.
Sitting right on the NB Tabbed UI's 'File' tab is a nice big *'New'* button
control.
It belongs there on the 'File' tab, not on any other tab. And where not
disabled, the <Ctrl>+N shortcut will open a new document in the active LO
module.
