Manage Templates is a dialog that lists template files from different sources.
It includes shipped documents that are stored at read-only folders and
therefore you don't overwrite with Save but create a new document. If you add
some template to the dialog it behave like Open.
The issue has been reported before in bug 123178 pointing to bug 104074.
