This is an image + text inside a frame, which is converted to a shape on DOCX
export.
Shape in docx/Word does not support other wrap than "as character" which in
turn does not support text wrapping. There is a ton of reports like this in bug
#104449.
Also it was not better in 5.2, the image went from first character of the first
paragraph to the last character of the first paragraph. This is a bit different
layout, but not good by any measure.
