just inevitably don't work in (most of) Linux environments since alt is always
treated special even if you disable (like for example in KDE) all window
manager shortcuts for window ..

in other words, there's no way in KDE to just drag a columns and rows (and
re-arrange like that the spreadsheet ..). Even if you disable all global
shortcuts override it still doesn't work for some reason ..

Please check this out, this is so **frustrating** issue in Linux DEs that it
just makes me hurt :D. It renders LO just &#%@$^#( in KDE/Gnome (at least) ..

ps. suggested workarounds:

1) return behaviour like in here https://www.youtube.com/watch?v=dPu1gOr2d2E
2) add there a buttons move column/row up/down/to the top/to the bottom

Actual Results:
try to somehow move (to achieve re-arranging) the columns and rows in
spreadsheet

Expected Results:
there is possible in Linux DEs (KDE/Gnome) to move rows/columns as documented
in en-US/text/scalc/guide/move_dragdrop.html?DbPAR=CALC
