This IS changing settings. It is setting the total Left/Right margin to 3.18,
so each side gets half of that.
But you are correct that this is inconsistent with Writer, and I would agree
that it is inconsistent with user expectations.
I'm not sure why this is marked as a regression. I didn't see ANY sidebar
implementation of the margin prior to LO 6.0. For a short time in 6.0 dev,
there were individual entries for Top/Bottom/Left/Right, but they were soon
replaced by this dropdown listbox by authors pv2k and Katarina Behrens on

There is a HUGE discussion about the sizes in the listbox (although only a
non-understood reference was made to Writer being 2x what Draw does). The point
there is that Writer and Draw have very different ideals for margins, so they
should not be equated or normalized.
In the end, everything here is contained in bug 135572, so I'm flagging this as
a duplicate.
