One thing I've noticed is that this mostly happens with large images that need
to be scaled down to fit. With the sample document, scrolling would totally pin
one CPU core. When I have a very small image, this doesn't happen and CPU usage
remains low. I've also tried force-enabling Skia, which didn't have any effect.
How does Libreoffice handle scaling images?
