Steps to reproduce
1. Open an new document
2. Press "Toggle Bulleted List" Button
3. Create a list of two or three paragraphs
4. Ctrl+A
Actual result:
First bullet doesn't seem to be included into the selection. But if you yount
your words or if you copy and paste the list, you can see, that it is included.

Bug report is a follow up from bug 61530
Might be related to bug 115851 (but that bug is about bullets in tables)
