You can find such settings in Tools > Options > Language Settings > Languages. There you can make some changes. Another possibility is to look at Tools > Extension Manager. Are there any dictionaries installed? If not (or no dictionary in the language you want to 'spell check' you can find many dictionaries here: http://extensions.libreoffice.org/extension-center?getCategories=Dictionary ) Does this resolve your problem?
