Description:
The check box for the font effect blinking is missing.
Steps to Reproduce:
1. Open Writer
2. write some words and mark them
3. open the Character dialog via menu Format / Character...
4. go to the Font Effects tab
Actual Results:
In the Effects area the check box for blinking is missing.
Expected Results:
The check box should be displayed.
Reproducible: Always
