I confirm the behaviour with
Version: 7.1.0.3 (x64) / LibreOffice Community
Build ID: f6099ecf3d29644b5008cc8f48f42f4a40986e4c
CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL
Let's focus on the first problem you describe (settings in table properties
dialog), because the second problem might be resolved with the first one, but
perhaps it is different.
Steps to reproduce:
1.Create a table with a least two columns
2.Open the Table properties dialog
3.On Table tab, select Alignment > Left
4.On Column tab, select Adapt table width
5.Click on OK button
7.Reopen the Table properties dialog
Actual result
The Adapt table width option is not selected
Expected result
The Adapt table width option is stil selected
